Mr. Brooks has practiced insolvency law in Silicon Valley and the Bay Area for over thirty-five years. In that time, he has developed an extensive network of contacts with leading attorneys, judges, financial managers, bankers, and other business professionals. He has gained a reputation for objectivity and candor, especially during sensitive negotiations, which has resulted in a highly effective level of representation for his clients.

Mr. Brooks is one of the nation's earliest proponents of prepackaged Chapter 11 plans and out-of-court workouts involving high-tech companies. Since 1980, Mr. Brooks has supervised over forty successfully confirmed prepackaged Chapter 11 plans. Having learned that everything that can be accomplished in a Chapter 11 case can be achieved by agreement without the need for court intervention, he now limits his practice to out-of-court restructurings and reorganizations.
